CORNING, NY, May 6, 2009 – The Errol Shand Award for Volunteer Service was presented to William "Bill" F. Hallinan Wednesday evening at United Way of the Southern Tier's Annual Dinner.
During the event, held at the Radisson Hotel Corning, he received a Steuben bowl with an engraved base for his dedicated service.
The Shand Award recognizes an individual who demonstrates a lifetime of exemplary volunteer service in Chemung and/or Steuben Counties. Hallinan received this distinction for his leadership and devotion to the community. Ever since Hallinan moved to the area in 1964, he has volunteered as a firefighter with the Painted Post Fire Department. Over time, his level of service commitment expanded and he currently serves as president. In order to bring the community closer to the local fire department and EMS providers, he organized the Fire Department Pancake Breakfast which occurs during Fire Prevention Week.
He has found other ways to better the quality of life for residents in the Village of Painted Post by helping to coordinate the Colonial Days event and parade. He coordinated fundraising for United Way of the Southern Tier at Dresser-Rand where he was employed. He was also in charge of the Dresser-Rand Children's Christmas Party and has driven Santa around the Village on a fire truck for the past 14 years.
Additionally the Painted Post resident has devoted his time to growing the economic health of the region and served as President of the Painted Post Board of Trade. He is credited with having brought businesses to the community, expanding the tax base and adding jobs. In 1991 he was awarded the Distinguished Citizen of the Year Award by the Board of Trade.
“While volunteering in a variety of organizations, (Bill Hallinan) became known for dedication, high standard of service and to be the first in line to help when called upon,” said David Iocco, chairman, Corning Hospital Board of Directors. “While doing all this volunteer work, (Bill) became proven as a leader. At the same time (he) was able and willing to roll up the old shirt sleeves and work right along with everyone doing any type of task needed..”
